Toolbox has sat out in rain and snow, etc. How to get rust and gunk off tools and screws and all those bits and pieces?

WD-40 on the rusty bits, then buff it away with the scrubby side of a sponge, or fine-grit sandpaper (if you’re OK with surface scratches on the metal).
I'm moving out of an apartment in a few weeks and there's a big rust stain on one of the counters (Dish Mountain included some cast-iron pans). Magic eraser was helpful at first but can't get up the last of it. Ideas?

Bar Keepers Friend. It’s pretty awesome on rust, and it’s generally less than $2 for a can. Or CLR (Calcium, Lime, and Rust). BKF is cheaper, so I’d try that first.
